Administrative Shell: includes two parts. 1. Administrative home: Designated unit in eResearch Proposal Management that is responsible for a particular proprosal or project; important for those cases where the Principal Investigator may have joint appointments

BAA: Broad Agency Announcement, research solicitation, funding notice; used in particular by Dept. of Defense

Class Codes:
The Class chartfield is used to denote the functional nature of an expense, which is essential for external and internal financial reporting. Conflict of Interest: When a University employee is in a position to influence the conduct of a project for personal gain due to responsibilities or to arrangements with an outside entity. See: UM Policies -- Conflict of Interest

Consortium : Generally an agreement between university and corporate partners entered into for a specific research project or program.

Consultant: A participant, either internal or external to the University, whose participation does not require a sub-account or sub-contract, and who is paid via a personal service agreement.

Contract: an agreement where a specific work statement is supported by funds from a sponsor who exercises more control than in the case of a grant.

Cooperative Agreement: Funding mechanism like a grant except there is substantial programmatic involvement of the sponsor.

Cost Sharing : When the full stated cost of a project is provided by both the sponsor and the University; the University's formal commitment to fund a portion of a sponsored project is referred to as cost sharing.

CRLT: Center for Research on Learning and Teaching. UM unit that assists faculty and students in improving their pedagogy

CSCAR: Center For Statistical Consultation and Research -- Offers an integrated, comprehensive statistical consulting service, covering all aspects of a quantitative research project ranging from the initial study design through to the presentation of the final research conclusions. A service and research unit of the University of Michigan, administratively located in the Office of the Vice President for Research. Its staff provides statistical services to faculty, primary researchers, graduate students and staff of the University. See: http://www.umich.edu/~cscar

Cyberinfrastructure: CI refers to a platform of technological and human support for advanced, integrated computation and information resources in the service of research and learning. Office of Research Cyberinfrastructure. ORCI (pronounced OR-kee) works to advance CI at U-M. See: http://orci.research.umich.edu/

DRDA: Division of Research Development & Administration -- Pre 1/1/2012 name of the Office of Research and Sponsored Projects, ORSP.

DRDA-Net : Former name of ORSP-Announce.

ECR: Export Control Regulations. Legislation and policies controlling dissemination of "technical data" to foreign nationals, governed by the Dept of Commerce and Depts. of Defense and State.

EDA : Economic Development Administration

E-Mail Alert: E-mail notices of funding opportunities that match the applicants interests. Individuals must sign up for any they are interested in. See: Funding: E-Mail Alert Groups

Effort Certification: Employees appointed directly to a sponsored project sign an annual certification that the distribution of effort on their appointment form is correct.

FastLane: National Science Foundation's electronic project submission and management system

FastLane-Net: Combined electronic mail group from ORSP that provides administrators updates and flash notices of changes in policies and procedures that affect grants and proposal submission, budgets, and guidelines for the NSF

Fabrication Account: Special form of sub-account used when investigators will build equipment from purchased materials and supplies; generally excluded from indirect costs.

FDP: Federal Demonstration Partnership -- A cooperative effort among federal research agencies, universities and the National Academy of Science's Government-University-Industry Research Roundtable aimed at streamlining and improving the federal/university research support relationship and reducing administrative burden on Principal Investigators.

Finalized PAF: A completed and signed PAF that includes the final proposal and the Project Team has performed the eResearch Proposal Management activity entitled, "Finalize proposal for Submission to Sponsor."

Final Proposal: A proposal in its final form that includes all the sponsored-required documents and forms and ready to be submitted to the sponsor.

FOA: Funding Opportunity Announcement, usually federal. Often can be selected in eRPM to automatically pull in needed information for submissions.

GAANN : Graduate Assistance in Areas of National Need; program in the U.S. Dept. of Education

Gift: Funds from a private source that do not provide a benefit to the donor, including results from a defined project.

Grant: Funds awarded by a sponsor to achieve a specific goal; a grant entails obligations to a sponsor, although they are less stringent than those in a contract.

GSRA: Graduate Student Research Assistant

HCFA: Health Care Financing Administration

HHS: Department of Health and Human Services

Indirect Costs: Also known as Facilities and Administrative Costs. The costs of operations which generally cannot be assigned to specific projects, such as electricity and central administrative services; sometimes referred to as "overhead."

Investigator: the Principal Investigator (PI) or Project Director (PD), Participating Investigators, Senior/Key personnel (as identified by the institution in a proposal or sponsor report), and any other individual identified by the PI/PD as responsible for the design, conduct, or reporting of the research (i.e., not simply working on, or engaged in the project).

Individual Investigator Award: Generally a single project or series of closely related projects under the direction of a single investigator.

Industrial Affiliates: Programs authorized within the University to encourage interactions with business and industry; in return for fees, members receive general benefits.

In-Kind Contribution: Non-monetary cost sharing, often consisting of equipment which is donated or loaned for a project.

Intellectual Property: Potentially legally protectable knowledge, technology, ideas, and information often resulting from performance of sponsored activity.

IBC: Institutional Biosafety Committee -- approves use of recombinant DNA; formerly, the Biological Research Review Committee;

IRB: Institutional Review Boards (Human Subjects)

ITCS: Information Technology Central Services the general computer unit; now merged with MAIS, the administrative computing services, to form ITS

ITS: Information and Technology Services umbrella unit of merged adminisrative and general computing at the University of Michigan

ITAR: International Traffic in Arms Regulation. A specific export control regulation which affects some projects funded by Department of Defense agencies. See: Export Controls

Limited Submissions Competitions: Opportunities that require an internal review to select the limited number of proposals that a sponsor will allow to be submitted from the UM. See Limited Submissions

M-Quest: Database maintained by the University of Michigan Medical School Office of Research; formerly fellowships and opportunities; currently, administrative only

MTDC: Modified Total Direct Cost. The basis on which most UM indirect costs are calculated. Calculated as total costs minus equipment, tuition, patient care costs, and the portion of a sub-contract in excess of $25,000.

MTF: Materials Transfer Form -- form for agreements that govern terms of use of materials provided to another investigator; should be considered a research contract; may cover intellectual property rights, publication, warranties, confidentiality and other topics. NIH-GROUP: Electronic mail group from ORSP that provides latest information concerning policies and procedures from the National Institutes of Health, and used for other biomedical research-related opportunities, as well

Non-disclosure Agreement: Formal agreement in which one party agrees not to disclose proprietary information provided by the other party.

OEM: Original Equipment Manufacturer -- a term used often by the Procurement, especially in reference to service or upgrades of equipment

ORCI: Office of Research Cyberinfrastructure. ORCI (pronounced OR-kee) works to advance Cyberinfrastructure (CI) at U-M. CI refers to a platform of technological and human support for advanced, integrated computation and information resources in the service of research and learning. ORSP: Office of Research and Sponsored Projects -- See: ORSP assists faculty and staff in all aspects of externally funded research projects and other scholarly activities--from the identification of a potential sponsor and the preparation of a proposal, through various administrative problems that arise in the course of a project, to the submission of the documents required to close out the project. Assistance is provided related to budgets, personnel, space, sub-contracts, reporting and accountability, patents, negotiations with the sponsor, and other administrative concerns.

ORSP-Announce: (formerly DRDA-NET) Electronic mail group used to disseminate information about changes in policies and procedures that affect grants and proposal submission, budgets, guidelines, etc.

OTT: Office of Technology Transfer: Assists in transferring University inventions to the marketplace. See: http://www.techtransfer.umich.edu

OVPR:Office of the Vice-President for Research. OVPR has primary responsibility for research policy, oversight of responsible conduct of research education and compliance, and oversight of administration and support of research activity by the faculty. See: http://research.umich.edu/ovpr/

PAC: Project Award Change -- a change in the condition of awards issues by

PAC request: Project Award Change Request form-- form that is sent to ORSP project representative explaining the project change needed

PAF: Proposal Approval Form -- information that must be routed with proposals through the University and signed by university officials; the PAF is now online as part of the eResearch Proposal Management system

PAF-R: Proposal Approval Form-Restricted ; Addition to the PAF that must be approved by Vice President for Research when project directors ask for restrictions on openess of research. See: Regents' Policy Concerning Research Grants, Contracts, and Agreements

PAN: Project Award Notice

Parallel proposals: When a proposal is submitted to more than one sponsor, with the understanding that funding would be accepted from only one.

Parent account : The main project account to which sub-accounts are subsidiary.

PEERRS: the Program for Education and Evaluation in Responsible Research and Scholarship, is a Web-based instruction and certification program for members of the University community engaged in or associated with research. See: http://my.research.umich.edu/peerrs/

Pilot Grant (Seed Grant): A small project, generally funded through internal sources to help develop a project to the point where external funding can be obtained. See UM Funds at: /funding/funding.html

P.O.: Purchase Order.

Pre-Proposal: A preliminary project description submitted to a sponsor; the sponsor selects some pre-proposals for submission of full proposals. Note: the eResearch system will ask whether you are preparing a preproposal or a full proposal. Please select carefully. They cannot be switched later. The numbering and routing are different. For guidance on when to PRE vs PAF, see the Standard Operating Procedure 100.1 [pdf]

Prime contractor : The institution receiving the award from the sponsor.

Principal Investigator: Individual responsible for the administrative and programmatic aspects of a project, as well as the direction of the research or program activity.

Proposal:The written description of a project which is presented to a sponsor; the proposal includes cost estimates and other administrative details, in addition to a statement of work.

PSC: Personal Service Contract. This form is to be used if consultant (using form G-2) will receive more than $5,000 in a year.

RAD: Research Associate Dean

Research Faculty: non-tenured research faculty. See Research Faculty web page for more. formerly Primary Research Scientists

"Reps & Certs":Representations & Certification. Required statements which must accompany federal contracts & proposals, and which are completed by ORSP.

Routine/Commercial Testing: Generally consists of non-experimental quantitative measurements; University researchers may choose to conduct some testing if certain conditions apply.

RPC: Radiation Policy Committee

RPC: Research Policies Committee -- Faculty advisory committee to the UM OVPR

RPPR: Research Performance Progress Report; electronic used by NIH and other federal agencies for progress reports. NIH's Research Performance Progress Report (RPPR) Guide is found at this link: http://era.nih.gov/era_training/rppr.cfm.

RSO: Radiation Safety Officer

SAW: Sponsored Awards on the Web ; Web search for sponsored awards; data drawn from the eRPM data set (replaced PRISM)

Sponsor Principal Investigator: an employee or student of the University of Michigan who meets the eligibility requirements of the sponsor. Used when required to be named on applications but UM employee does not meet requirements for UM Principal Investigator. For example, students or fellows. See: Definition of Principal Investigator

Subaccount: A formally designated project account, which is subsidiary to a larger project within the University.

Subcontract: A formally designated project in which the direct sponsor receives funds from a prime sponsor; or an arrangement in which the University provides funds for performing a part of a project to another organization.

Terms and Conditions: Legal terminology contained in a contract that controls various aspects of the performance of the University and the sponsor.

UCUCA: University Committee for the Use and Care of Animals (UCUCA)
approves all use of vertebrate animals in UM research and education; advises University research officials on matters related to the use of animals in research and education. See: http://www.ucuca.umich.edu/

UFA Unfunded Agreement: Non-financial agreement with a sponsor, such as a Nondisclosure Agreements, Material Transfer Agreement or Cooperative Research Agreement

ULAM: Unit for Laboratory Animal Medicine
provides veterinary care for animals on campus; provides animal housing facilities; educates students and faculty on use and care of animals in education and research; see http://www.ulam.med.umich.edu

UM Principal Investigator: UM Principal Investigator is a University of Michigan employee having the background and training in scientific and administrative oversight necessary to conduct and manage a sponsored project. See: Definition of Principal Investigator

CAS: Cost Accounting Standards. Specific rules promulgated by the federal government to achieve consistent accounting practices for sponsored projects.
