Federal Demonstration Partnership

The Federal Demonstration Partnership (FDP) aims to streamline the administrative processing of a federal research award. FDP is a cooperative initiative between federal agencies and institutional recipients of federal funds.

The newest FDP Terms and Conditions are available on a site hosted by the National Science Foundation.

In addition to the basic provisions, each member federal agency has a supplemental set of agency-specific terms and conditions. A typical grant is actually covered by both the general terms and conditions and the agency specific terms and conditions.

Changes Approved through ORSP

ORSP can approve certain changes without prior sponsor approval. Use this procedure:

Download the Post Award Change Request Form [ 12K .doc] and obtain appropriate signatures

These following changes, with some agency exceptions, can be made:

  1. Time extensions (one-time only), without additional funds, for up to twelve months;
  2. Equipment purchases, not included in the sponsor-approved budget, where the unit price exceeds $10,000, or in the case of general purpose equipment, where the unit price exceeds $500 (for A-21 allowability as a direct cost);
  3. Any equipment purchase in the final three months of a project period, even if included in the sponsor-approved budget;
  4. Space alteration and/or renovation costs exceeding $3,000.
  5. Preaward costs for up to ninety days prior to the effective date of the award.

Order of Precedence

When there is a question about whether a federal rule applies to an award, the following order of precedence should be followed:

  1. Federal statute that authorized the award
  2. Special condition of the award
  3. FDP agency-specific requirements
  4. FDP General Terms and Conditions
