Federal Uniform Guidance Regulations Implemented

The University of Michigan (U-M) implemented new federal Uniform Guidance (UG) regulations for procurement on July 1, 2018. Fortunately, U-M's procurement policies have historically been closely aligned to federal requirements, so the impact of the new regulations is fairly minimal. A few takeaways to keep in mind regard using federally-sponsored funds for purchases include:

  • Micropurchase Threshold—The micropurchase threshold is $10,000, again, the same as U-M's current bid limit.
  • Public Bidding—The UG requires public bidding for all purchases over $250,000, beginning October 1, 2018.
  • Sole-Source Purchases—The UG specifies when a sole source is allowed. See slide 4 of Procurement presentation regarding federal UG.  
  • Conflict of Interest—For federal projects, conflict of interest includes the university employee and the employee’s immediate family. U-M's Standard Practice Guide (SPG) section 507.01 does adhere to the UG.
