Department of Energy

The Department of Energy (DOE) is now requiring a Transparency of Foreign Connections Disclosure and Certification in many funding opportunity announcements. The following guidance is provided to assist project teams with completing the forms:

  • Only answer items marked with an asterisk (*).
  • For Question 7 (IP & Licensing), ORSP will contact Innovation Partnerships to obtain the required list of entities that received technology or intellectual property. Once ORSP obtains the list, the PAF will be returned for a Required Change to have the project team: 1) Complete Question 7b (as it pertains to the specific proposal), and 2) Upload the ORSP-signed form and the list of entities to the final proposal package.

To align with National Security Presidential Memorandum-33, on Dec. 3, 2025, the Department of Energy (DOE) issued Financial Assistance Letter FAL 2026-02, mandating that any notices of funding opportunities (NOFOs) issued by DOE (including the National Nuclear Security Administration) on or after Dec. 3, 2025 require use of the Common Forms via the SciENcv system for Biographical Sketches and Current and Pending (Other) Support. DOE’s implementation of the Common Form for Biographical Sketches replaces the agency’s use of the Resume form. A few highlights of the FAL:

  • DOE is not changing any of the data collection fields used in the Biographical Sketch and Current and Pending (Other) Support forms, however, the FAL provides DOE program offices with latitude to specify within a given NOFO certain aspects of the data collected.
  • For example, program offices may determine whether a digital persistent identifier (e.g., ORCID ID) is required, whether disclosure of past support is required, or whether “‘Travel supported/paid by an external entity to attend a conference or workshop” located in a foreign country of concern” (i.e., non-research-related) must be disclosed as in-kind support. 

During the life of an award, recipient/subrecipient institutions adding new covered individuals to a project must submit the Biographical Sketch and Current and Pending (Other) Support for the individual and receive DOE’s approval prior to the new covered individual joining the project team. 

Department of Justice

Grant requests with the Department of Justice (DOJ) use the JustGrants system, a two-part process.

  1. Submits an abbreviated application in Grants.gov.
  2. Complete the full application in JustGrants, DOJ’s grants management system.

NASA

Effective Jan. 28, 2026, NASA discontinued their external webform pages due to security concerns, which affects PI submission of performance reports. PIs should now submit all performance reports to [email protected] and final performance reports should also be sent to [email protected].

OGC and ORSP rolled out required budget justification language in November 2025, and ORSP has been providing guidance for sponsor-specific questions as they arise. For NASA (or other sponsor) solicitations that require an anonymized or redacted budget justification that does not identify the proposing entity, use the following alternate paragraph:

“Certifications of compliance are based on reasonable knowledge of programs authorized and supervised as of the date of signing. Our policy is to operate federally supported research and programs in compliance with all applicable grant terms and conditions, consistent with current laws, regulations, and related court decisions. Programs, policies, and activities are regularly examined for compliance with internal policy and federal and state law. Ongoing compliance processes include monitoring, audits, a compliance hotline, and training. Prompt corrective action is taken when there is direct knowledge of non-compliance with policy or applicable law.”
