Updates and Guidance for Federally Sponsored Projects
Proposal Submissions: All federal proposals will be submitted in accordance with the University of Michigan's appropriate negotiated indirect (F&A) cost rate agreement. Proposals for programs such as fellowship and training grants will continue to be submitted in accordance with the rates established for those programs.
New Awards: We expect all new federal awards should be received with the appropriate rate, based on our rate agreement or program specific policy. ORSP will contact sponsors for corrections, if new awards are received with rates other than proposed.
Existing Awards: PI's should continue project activities and incurring associated expenses for their active awards.
If you receive notices for actions (e.g., stop work, stop activities) on active awards, you should provide them to your research administrator (RA) for submission to ORSP for review and appropriate action.
No-Cost Extensions (NCE): The automatic NCE functionality in National Institute of Health INIH) eRA Commons was reactivated on Feb. 12. Project teams are encouraged to submit project extensions and reports allowing sufficient time for processing in view of any backlog that may have occurred while the system was deactivated.
Certifications/Attestations: PIs should not make or provide attestations on behalf of the institution (recipient, awardee, grantee). If you receive written requests for attestations or certifications regarding an active or pending award, provide the documentation to your RA to be submitted to ORSP for review and determination of the appropriate action.
NSF Awards Database: We are aware of a database of National Science Foundation (NSF) awards released by the chairman of the U.S. Senate Commerce Committee on Feb. 11 that includes awards issued to U-M. There are no actions required of PIs in response to this release. If you receive notices from the NSF or other funders regarding awards under your direction, the notices should be forwarded to your RA for submission for review and appropriate action. If you have questions about your awards, please contact your school or college research administration office or ORSP.
